Expands the affidavit of legal value requirements for property transfers to include telephone numbers and allows email addresses for buyers and sellers.

Increases the criminal penalty for recording forged or fraudulent property documents from a class 1 misdemeanor to a class 4 felony.

Requires notaries public to obtain a thumbprint in their journal from any party signing deeds, quitclaim deeds, deeds of trust, or power of attorney documents affecting real property, with exceptions for foreclosure-related deeds.
