AZ HB2954

Establishes a State Land Advisory Board within the Arizona State Land Department consisting of nine members: five appointed by the governor, two by the senate president, and two by the house speaker.

Charges the board with ensuring the commissioner fulfills fiduciary responsibilities to maximize value of state lands for trust beneficiaries and advising on selling, leasing, and enhancing the value of state lands.

Requires the department and commissioner to provide the board with administrative support, meeting space, and all information necessary to fulfill its purposes.

Mandates the board meet at least quarterly to discuss department activities and provide recommendations to the commissioner, with authority to make recommendations to the legislature as well.

Amends existing law to explicitly designate the commissioner as the primary asset manager and fiduciary of the state land trust.
