Prohibits Arizona cities, towns, counties, and the state from requiring the use of digital or mobile driver licenses or nonoperating identification licenses for any government service or identification purpose, mandating acceptance of physical licenses for all identification purposes.

Requires the Department of Transportation to continue offering driver licenses and nonoperating identification licenses that are not compliant with the REAL ID Act of 2005, marked "not for REAL ID act purposes."

Prohibits the department from collecting, capturing, storing, or using biometric identifiers (including facial recognition data, iris scans, fingerprints, and voiceprints) when issuing non-REAL ID compliant licenses.

Requires the department to inform all applicants both verbally and in writing that they may choose between a REAL ID-compliant license or a non-compliant alternative, and mandates that all public communications about REAL ID clearly state participation is voluntary.

Prohibits the department from retaining copies of original or secondary source documents used to verify identity when issuing driver licenses or nonoperating identification licenses.
