Establishes the Veterans' Specialty Court Grant Program to provide municipalities and counties funding to create new veterans' court programs or expand existing ones, administered by the Administrative Office of the Courts.

Creates the Veterans' Treatment Court Fund consisting of legislative appropriations to support veterans' court programs, with monies continuously appropriated for administrative costs including hiring personnel.

Requires veterans' court programs to address underlying causes of justice-involved veterans' behavior, including PTSD, traumatic brain injury, anger management, domestic violence prevention, and substance abuse treatment.

Mandates the State Department of Corrections to provide monthly lists of incarcerated veterans with anticipated release dates within 90 days to the Department of Veterans' Services for benefits counseling and service coordination.

Requires annual reports from grantees by December 31 on program metrics including veterans served, recidivism rates, and completion rates, with the Administrative Office of Courts submitting a comprehensive statewide report by March 1.
