Creates a "Returning Warrior" specialty license plate in Arizona, contingent on a private party paying $32,000 to the Department of Transportation for implementation by December 31, 2026.

Sets the annual fee at $25, with $8 going to special plate administration and $17 as a donation to the Returning Warrior Special Plate Fund.

Establishes the Returning Warrior Special Plate Fund, which will reimburse the initial $32,000 implementation payment before directing remaining monies (minus up to 10% for administration) to qualifying veteran assistance organizations.

Requires fund recipients to be 501(c)(3) organizations that began veteran transition assistance programs in 2005, provide community assistance, coordinate with VA facilities, and support veteran mental health initiatives.

Allows the special plates to be combined with personalized plate requests for an additional fee.
