Prohibits drug manufacturers, repackagers, and their agents from denying, restricting, or discriminating against the acquisition or delivery of 340B drugs to covered entities or their contracted pharmacies, unless prohibited by the U.S. Department of Health and Human Services.

Bars manufacturers from requiring 340B covered entities or contracted pharmacies to submit claims or utilization data as a condition for obtaining 340B drugs, unless required by federal authorities.

Authorizes the Arizona State Board of Pharmacy to investigate complaints and impose discipline, suspension, or revocation on licensed entities that violate these provisions.

Empowers the Attorney General to enforce violations as unlawful practices under consumer fraud statutes, with each drug package subject to a prohibited act constituting a separate violation.

Does not create a private cause of action and includes exceptions for limited drug distribution required under federal safety programs or controlled substance laws.
