Defers initial occupational licensing, registration, and certification fees until the beginning of the second year of licensure for any profession regulated under Title 32

Applies to all professions and occupations licensed, registered, or certified under Arizona's occupational licensing statutes

Overrides any conflicting provisions in existing law regarding initial fee payment timing

Adds new section 32-4305 to Arizona Revised Statutes, Title 32, Chapter 43, Article 1
