Prohibits the Arizona State Land Department from using solar scores or similar solar evaluators in department decision-making, effective immediately upon enactment.

Requires the department to develop a mining resource scoring map every ten years (or more frequently if necessary) that accounts for known and proven mineral resources.

Requires the department to develop a housing resource scoring map every ten years (or more frequently if necessary) that considers development potential.

Limits stakeholder input during map creation to comments from the applicable industry only (mining industry for mining maps, housing industry for housing maps).

Mandates the commissioner submit updated resource scoring maps to the governor, senate president, and house speaker, with copies provided to the secretary of state and posted on the department's website within two years of the act's effective date.
