Establishes that certificates of insurance are not insurance policies and cannot amend, extend, or alter coverage provided by the actual policy

Prohibits any person from preparing, issuing, requesting, or requiring certificates of insurance that contain false information, alter policy coverage, or claim compliance with contract requirements

Limits notice rights for policy cancellation, nonrenewal, or material changes to only those persons specifically granted such rights in the policy or endorsement

Authorizes the Director of Insurance to investigate violations, issue cease and desist orders, and assess civil penalties up to $1,000 per violation

Declares any certificate of insurance prepared, issued, requested, or required in violation of these provisions to be void
