Creates a "youth education charity" special license plate in Arizona, contingent on a person or entity paying $32,000 to the Department of Transportation for implementation costs by December 31, 2026.

Sets the special plate fee at $25, split into an $8 administration fee deposited in the state highway fund and a $17 annual donation deposited in the newly established youth education charity special plate fund.

Establishes the youth education charity special plate fund, which reimburses the initial $32,000 implementation payment first, caps administrative costs at 10% of annual deposits, and continuously appropriates remaining monies.

Directs the fund's monies to a 501(c)(3) nonprofit that must be headquartered in Scottsdale, incorporated in 1986, supported by dues-paying members or regular volunteers, and focused on providing grants to Maricopa County nonprofits and scholarships, grants, and programming to public school students.

Amends multiple sections of Arizona Revised Statutes (28-2351, 28-2403, 28-6501, 28-6991, and 28-6993) to incorporate the new special plate into existing statutory frameworks for plate issuance, fee administration, and highway fund accounting.
