Requires vacation rental and short-term rental owners to notify neighboring properties via certified mail (return receipt requested) before offering the property for rent, including adjacent single-family homes and all units in multifamily buildings.

Mandates that homeowner associations and unit owner associations notify new residents or owners if any property in their community operates as a vacation or short-term rental.

Owners must submit an attestation of notification compliance to the city, town, or county, including permit/license number, addresses notified, and proof of certified mail delivery.

Strengthens existing notification requirements by requiring certified mail instead of allowing any notification method chosen by the owner.

Applies to both cities/towns (Section 9-500.39) and counties (Section 11-269.17) throughout Arizona.
