AZ HB4010

Establishes the Board of Genetic Counselors in Arizona, consisting of 9 members appointed by the governor: 5 genetic counselors, 2 public members, and 2 physicians (one licensed under chapter 13 and one under chapter 17).

Requires licensure for genetic counselors beginning October 1, 2026, with current practitioners required to apply by January 1, 2028; licenses are issued for two-year periods with renewal requiring continuing education.

Creates a provisional license option for individuals with active candidate status, valid for one year with a possible one-year extension, requiring supervision by a licensed genetic counselor or physician.

Grants genetic counselors a right of conscience to decline participation in genetic counseling that violates their religious, moral, or ethical beliefs, with immunity from civil, criminal, and administrative liability for exercising this right.

Sets the board's termination date at July 1, 2034, with full repeal of the chapter on January 1, 2035; establishes that 10% of collected fees go to the state general fund and 90% to the genetic counselors board fund.
