Arizona would join the National Popular Vote Interstate Compact, an agreement among states to award their electoral votes to the presidential candidate who wins the national popular vote rather than the state popular vote.

The compact takes effect only when states possessing a combined majority of electoral votes (270 or more) have enacted it, ensuring the national popular vote winner becomes president.

Presidential electors would be required to cast votes for the candidates nominated by their political party, with any elector who refuses automatically removed and replaced.

Member states must communicate their official vote counts to other member states at least six days before the electoral college meeting and release all vote counts publicly as they are determined.

States may withdraw from the agreement, but withdrawals within six months of a presidential term's end do not take effect until the next president is qualified to serve.
