Requires anyone applying to purchase state land near critical infrastructure to disclose foreign affiliations or submit a signed affidavit attesting to no foreign ties, with false statements subject to perjury prosecution.

Imposes a class 6 felony and $250,000 per acre civil penalty on purchasers who violate the foreign affiliation restrictions or circumvent disclosure requirements, with mandatory divestment within 180 days of conviction.

Mandates annual registration with the department for current owners of state land near critical infrastructure who have foreign affiliations, though existing owners may retain land unless deemed a national security threat.

Exempts transactions with less than 1% foreign control, transactions preapproved by the Committee on Foreign Investment in the United States, and major non-NATO allies unless tied to designated terrorist organizations.
