Increases the annual assessment on insurers from $1,050 to $1,350 to fund the Department of Insurance and Financial Institutions' fraud unit operations and fraud prosecution activities.

The fraud unit investigates insurance fraud, employs investigators with peace officer powers, and works in conjunction with the Department of Public Safety and the automobile theft authority.

Requires a two-thirds vote of both legislative houses for enactment, with the changes applying retroactively from and after June 30, 2026.

Insurers must report suspected fraudulent claims to the director, who may investigate and refer violations to county attorneys or the attorney general for prosecution.
