Establishes the Gas and Petroleum Refinery Study Committee with members appointed by the Senate President and House Speaker who have knowledge of gasoline or petroleum refinery supply and operations

Requires the committee to study gasoline and petroleum availability in Arizona and evaluate the feasibility of constructing gas and petroleum refineries within the state

Mandates at least two meetings per year with a report due to the Governor and legislative leadership by October 1, 2027

Committee members receive no compensation but may be reimbursed for expenses; the committee automatically dissolves after December 31, 2027

Legislative findings note Arizona imports roughly 50% or more of its fuel from California refineries and has no major oil refineries, creating reliance on out-of-state supplies viewed as a threat to consumers
