Grants career technical education district (CTED) governing boards authority over funding for the district's average daily membership (ADM), in addition to existing responsibilities for course content, teacher quality, and salaries.

Requires intergovernmental agreements between CTEDs and school districts or charter schools to allocate at least 0.25 of a student's ADM to the CTED for satellite campus courses, unless a different apportionment is specified in writing.

Authorizes CTED governing boards to monitor, review, and audit participating school districts' and charter schools' use of distributed CTED funds to ensure supplemental rather than supplant use for career and technical education.

Mandates that school districts and charter schools receiving CTED funds submit financial records, documentation, and information upon request by the CTED board for oversight purposes.

Specifies that CTED governing boards determine the quality of instruction provided under intergovernmental agreements and calculate proportional cost-sharing when ADM generated is insufficient to cover program delivery costs.
