Public schools in Arizona would be prohibited from beginning instruction before September 1 of each school year, starting with the 2027-2028 school year.

Schools may provide up to 40% of total instructional time through remote instruction without funding reductions.

Schools exceeding the 40% remote instruction threshold will have the excess portion funded at 95% of the normal base support level.

School districts and charter schools may adopt flexible instructional time models including direct instruction, project-based learning, independent learning, and mastery-based learning delivered in-person or remotely.

Schools may stagger learning schedules, offer weekend or evening courses, and reallocate instructional hours between courses on a per-student basis to accommodate individual learning needs.
