Requires potential fathers to both file a paternity action AND serve the mother with a copy of the filed paternity action within 30 days after receiving notice, rather than just filing the action alone.

Amends Arizona Revised Statutes sections 8-533 and 8-535 relating to termination of parent-child relationships.

A potential father who fails to file a paternity action and serve the mother within the 30-day deadline waives the right to be notified about termination of parental rights proceedings.

The father's consent to termination of parental rights is not required if the filing and service deadline is not met.
