Creates a new licensing requirement for medical spas in Arizona that prepare, handle, store, administer, dispense, or distribute any prescription medications, to be regulated by the Arizona State Board of Pharmacy.

Requires each licensed medical spa to designate a responsible person (a licensed health care provider with supervising authority) who must be physically present at the location for sufficient time to ensure compliance.

Mandates that medical spas report serious adverse events to the board within five business days, including details of the event and affected patient's medical records.

Establishes security and storage requirements for prescription medications, including proper supervision, controlled substance storage compliance, and theft/diversion prevention measures.

Prohibits deceptive trade practices by medical spas, including misrepresenting prescription medication quality, FDA approval status, or characteristics, with violations subject to consumer fraud laws under Title 44.
