Allows children of military parents who are transferred or pending transfer to an Arizona military installation to meet school residency requirements for enrollment and disability services before the family physically relocates.

Expands acceptable proof of residency to include temporary off-base lodging and other temporary housing, in addition to on-base billeting, purchased/leased homes, and military housing.

Requires school districts to coordinate promptly with parents and previous schools to exchange records and reduce delays in providing comparable special education services or Section 504 accommodations for military children.

Mandates that school districts accept unofficial records from parents pending official validation and provide comparable services immediately upon enrollment until completing a new assessment or individualized education program.

Requires school districts to adopt the child's existing IEP or develop a new one within 30 calendar days of enrollment, and directs the Department of Education to post eligibility information on its website.
