Establishes the Veterans' Reinvestment Fund administered by the State Treasurer in consultation with the Director of the Department of Veterans' Services, with monies exempt from standard appropriation lapsing provisions.

Requires 50% of fund monies to be distributed each fiscal year to the Department of Veterans' Services for veteran programs covering education, training, jobs, economic opportunities, health and wellness, mental health, substance abuse services, and housing.

Appropriates $51,800,000 and 31 FTE positions from the state general fund in fiscal year 2026-2027 to the newly created Veterans' Reinvestment Fund.

Fund may receive monies from legislative appropriations, grants, gifts, donations, and contributions, with investment earnings credited back to the fund.
