Establishes "suspense" status for registrants with incomplete forms, invalid addresses, or those under 18 who will turn 18 by the next general election

Specifies "canceled" status categories including death, felony conviction without restored rights, incapacity, moving out of jurisdiction, self-reported noncitizenship, requested cancellation, or remaining inactive for four years

Retains existing provisions allowing inactive voters to vote after affirming their address at the polling place, with their status then returned to active
