Creates a new "Police Service Dogs" specialty license plate in Arizona, contingent on a private party paying $32,000 to the Department of Transportation for implementation by December 31, 2026.

Establishes the Police Service Dogs Special Plate Fund, which will reimburse the initial $32,000 implementation payment and then distribute remaining funds to qualifying 501(c)(3) organizations that support police K-9 units.

Requires recipient organizations to promote police service dog use in crime prevention, provide educational programs, and assist law enforcement agencies in implementing K-9 programs.

Allows the plate design to be created by the entity providing the implementation funding, subject to Department of Transportation approval.
