Imposes a $5,000 civil penalty for knowingly or negligently demolishing a historic property without required approvals from local historic preservation offices, commissions, or boards

Applies to municipalities and counties with populations of 75,000 or more persons

Defines "historic property" as property in areas designated as historically significant under state law, on the National Register of Historic Places, designated by local governments, or listed on a state register of historic places

Establishes an Improper Demolition Fund administered by the Arizona State Parks Board, with collected penalties used for historic preservation grants, technical assistance to local preservation programs, and education/outreach efforts

Exempts demolitions deemed necessary by municipal or county officials due to imminent threats to public health and safety, provided notice is given to the applicable historic preservation office as soon as practicable
