Requires escrow agents to notify the Arizona State Real Estate Department when they receive orders for escrow services involving real property transfers through sale or inheritance, including owner names, parcel numbers, property addresses, and escrow company contact information.

Creates a mandatory reporting system where escrow agents must submit property transfer information either when creating a preliminary title report or five days before recording a title.

Establishes a voluntary "early alert system" administered by the Real Estate Commissioner to notify enrolled individuals of pending sales or transfers of ownership affecting their property via email, text message, or similar communication.

Exempts the early alert system from public records requirements under Arizona's public records law.

Amends existing Real Estate Commissioner powers and duties under Section 32-2107 to include administration of the new notification system.
