Requires motor carriers transporting agricultural commodities for intrastate commerce in Arizona to maintain liability insurance covering emergency towing and recovery services, satisfied through cargo insurance or a surety bond approved by the department.

Creates a lien on commercial motor vehicles and agricultural commodities when towing or recovery operators are not paid for emergency services following roadway incidents involving these vehicles.

Allows towing or recovery operators to perfect liens by recording notice with the Secretary of State's office and requires release recording once the lien is satisfied.

Exempts farm-to-field operations, private hauling or self-hauling by farmers or ranchers, and noncommercial or passenger vehicles from these requirements.

Defines "agricultural commodity" broadly to include produce, hay, feed, livestock feed products, raw poultry, citrus, and other food or agricultural goods transported commercially.
