Establishes the Arizona Working Parents Support Fund, financed by state lottery fund monies, to provide child care for working families with children from infancy through kindergarten entry.

Requires the Department of Economic Security to administer a child care program where eligible parents pay no fees regardless of income, with payments made directly to participating child care providers.

Child care reimbursement rates must be based on a biennial market rate study covering true costs including wages, benefits, and operations, with optional tiered rates to incentivize quality care, extended hours, and infant/toddler services.

Prioritizes program implementation for infants and toddlers, parents without child care, those working nontraditional hours, and rural area residents.

Deposits to the new fund are suspended if lottery monies available to the state general fund fall below $84,150,000 in a fiscal year.
