Establishes the One Arizona Service Fellowship Program to provide service opportunities for young adults (17+) while addressing high-priority state needs, administered by the Governor's Office of Youth, Faith and Family.

Participants receive a stipend of at least $10 per hour ($5 from state funds up to $8,500, plus $5+ matching from partner organizations), disbursed at least quarterly during their fellowship.

Eligible recipients who complete a fellowship receive tuition awards based on hours served (up to 1,700 hours/year maximum), usable over seven years for tuition, student loan repayment, books, supplies, transportation, or room and board at public higher education institutions.

Qualified partner organizations must be nonprofits or government entities that agree to supervise participants and provide matching stipend funds of at least $5 per hour.

The program must comply with federal AmeriCorps requirements and will include an online portal listing service opportunities; the appropriation amount is left blank in the bill text.
