Expands the definition of "resident transfer pupil" to include pupils who live on tribal land outside any school district's boundaries and seek enrollment in one of the three closest school districts to their residence

Allows tribal students living outside school district boundaries to participate in open enrollment at nearby districts, with eligibility determined by calculating the shortest distance from the student's home to district boundaries

Defines "tribal land" as lands owned or held by federally recognized Indian tribes, nations, bands, or communities, including reservation lands, allotment lands, and sovereign or proprietary lands

Amends Arizona Revised Statutes section 15-816 to address educational access for students residing on tribal lands that fall outside established school district boundaries
