Requires the Department of Education, in consultation with the Auditor General, to develop a training program for school district governing board members covering public school finance, budget development, audit requirements, internal controls, and compliance with financial records standards.

Mandates that each governing board member complete additional training through the county school superintendent or eligible nonprofit organization on governance topics including fiduciary duties, policy development, community engagement, and legal/ethical responsibilities.

Requires all school district governing board members to complete both training programs at least once every two years and report completion dates to their county school superintendent.

Disqualifies any governing board member who fails to complete the required training from being a candidate for nomination, election, or appointment to any school district governing board position in Arizona.

Authorizes the Department of Education to charge school districts for training costs and allows training delivery through in-person workshops, virtual workshops, or self-paced online modules.
