Requires school district governing board members to complete either 8+ hours of professional development training or a professional development training workshop if offered by the Superintendent of Public Instruction, county school superintendent, or district superintendent

Establishes new eligibility requirements for governing board candidates, who must meet at least one of the following: completed two years of postsecondary education, have two years of relevant experience (in areas like school finance, budgets, student safety, open meeting law, or fiduciary responsibilities), a combination of education and experience totaling two years, or have completed the required professional development training

Current governing board members serving on the effective date may continue until their terms expire, with this grandfathering provision repealing after December 31, 2030

Amends Arizona Revised Statutes Title 15, Chapter 3, Article 3 by adding section 15-349 and amending section 15-421 regarding governing board member qualifications
