Mandates that municipal or county ballot measures proposing mandatory expenditures, establishing funds, or allocating funding must disclose the source of increased revenues sufficient to cover all immediate and future costs.

Invalidates signatures collected by circulators who fail to comply with disclosure and registration requirements.

Applies strict construction standard for initiative measures to all levels (previously applied only to statewide measures).
