Requires the Arizona Department of Education to establish policies and procedures for verifying that an individual is a high school graduate using data from the student accountability information system

Mandates that verification procedures comply with the federal Family Educational Rights and Privacy Act (FERPA)

Authorizes the department to charge fees for verification services and limits the department's obligation to providing no more than 100 verifications per calendar year

Requires annual reporting to the governor, legislative leadership, and secretary of state beginning March 1, 2027, including data on verification requests received, services provided, and associated costs and revenues
