Establishes a statewide law enforcement officer mental health and wellness program through the Department of Public Safety, providing confidential mental health counseling, crisis counseling, peer support, family counseling, suicide prevention training, and telehealth services for rural officers.

All communications and records from the program are confidential and privileged from disclosure, and cannot be shared with individuals not present at counseling sessions.

Prioritizes support for law enforcement agencies with 200 or fewer sworn officers.

Appropriates $15,000,000 from the state general fund for fiscal year 2026-2027, with $5,000,000 specifically designated for smaller agencies with 200 or fewer officers.

Requires annual reports beginning December 31, 2027 to the Governor, Senate President, and House Speaker on program participation and recommendations for improvements.
