Mandates public entities post the location of all changing stations on their websites

Imposes a $1,000 per quarter civil penalty on public entities that fail to comply until the violation is corrected

Creates the Developmental Disabilities Grant Fund to receive collected penalties and support caregivers and individuals with disabilities in Arizona

Exempts public school buildings and facilities owned by school districts, community college districts, career technical education districts, and universities under the Arizona Board of Regents from these requirements
