Asserts that the NVRA represents federal overreach that impedes on states' fundamental right to conduct their own elections

Claims that election integrity has been "significantly threatened" since the NVRA was passed and that federal measures have failed to restore trust in elections

Calls for returning full authority over election administration to individual states

Directs the Arizona Secretary of State to transmit copies of this memorial to the Speaker of the U.S. House, President of the U.S. Senate, and all Arizona members of Congress
