AZ HCR2011

Proposes amending the Arizona Constitution to exempt appropriations made to community college districts and universities under the Arizona Board of Regents from the state's 7% of total personal income appropriation limit, effective fiscal year 2027-2028.

Removes community college districts from the constitutional expenditure limitation provisions that currently apply to them under Article IX, Section 21, eliminating references to community colleges throughout that section.

Maintains the existing appropriation limitation structure for all other state spending, which can only be exceeded by a two-thirds vote of both legislative chambers.

Preserves the Economic Estimates Commission's role in determining expenditure limitations for school districts based on 1979-1980 spending levels adjusted for student population and cost of living changes.

Requires the proposition to be submitted to voters at the next general election for approval before taking effect.
