Expresses legislative support for building for-sale housing developments outside designated water provider service areas if the development is enrolled in the Central Arizona Groundwater Replenishment District (CAGRD) and groundwater is replenished per Active Management Area rules

Cites Arizona's housing shortage of 270,000 units needed to meet current demand, according to the Arizona Department of Housing

Notes the CAGRD is the largest groundwater replenishment district in the country and has enabled over 400,000 homes to be built in the Tucson, Pinal, and Phoenix active management areas without impacting groundwater tables

States that homeowners have replenished groundwater used for their homes since 1995 and all subdivisions built since then have met safe yield requirements

Affirms that homeowners are not responsible for the unmet demand identified in the Phoenix AMA Groundwater model released June 2, 2023
