AZ HCR2027

Proposes a ballot measure called "The Arizona Tuition Fairness and Legal Status Act" for voter approval at the next general election

Requires students to meet three criteria for in-state tuition at Arizona universities and community colleges starting July 1, 2027: completion of at least 2 years of grades 1-12 in Arizona, graduation from an Arizona high school or receipt of an Arizona high school equivalency diploma, and proof of U.S. citizenship, legal residency, or lawful immigration status

Repeals existing statutes (sections 15-1802 and 15-1803) governing student classification for tuition purposes, replacing them with new requirements

Applies to all universities under the Arizona Board of Regents and all community colleges in the state

Prohibits community colleges from granting resident tuition rates to students who do not meet the new eligibility requirements
