Proposes a constitutional amendment to reset the base year for calculating the aggregate expenditure limitation for all school districts from fiscal year 1979-1980 to fiscal year 2026-2027.

Increases the aggregate expenditure limitation for school districts by multiplying the adjusted base amount by 1.10 (a 10% increase over the calculated limit).

Changes the definition of "student population" for school districts to use "weighted student count" instead of actual full-time student equivalents, while retaining the original definition for community college districts.

Removes provisions allowing the economic estimates commission to adjust school district expenditure limitations for annexations, new district creation, consolidations, or boundary changes (this adjustment remains only for community college districts).

Requires voter approval at the next general election and would apply to fiscal years beginning after June 30, 2027.
