Proposes a constitutional amendment to repeal the aggregate expenditure limitation for all school districts established in Article IX, Section 21 of the Arizona Constitution.

Removes the Economic Estimates Commission's requirement to determine and publish an aggregate expenditure limitation for school districts by May 1 each year.

Eliminates the provision allowing the legislature to authorize school district expenditures exceeding the limitation by two-thirds vote of each house.

Retains expenditure limitations for community college districts while requiring the legislature to establish separate expenditure limitations for each school district by law, with excess spending requiring voter approval.

Would take effect for fiscal years beginning after June 30, 2027, subject to voter approval at the next general election.
