AZ HCR2044

Proposes amending Arizona Constitution Article II, Section 36 to expand prohibitions on preferential treatment and discrimination based on race, sex, color, ethnicity, or national origin in public employment, education, and contracting.

Prohibits compelling applicants, employees, students, or contractors to endorse theories advocating differential treatment based on race or ethnicity, including requiring statements supporting diversity, equity and inclusion formulations beyond equal protection or confessing "race-based privilege."

Bans public education institutions from spending any public funds on offices or positions that promote race or ethnicity-based preferential treatment, including efforts to influence faculty or student body composition by race or programs designed around race, ethnicity, intersectionality, or gender identity.

Exempts academic course instruction, research, creative works, registered student organizations, guest speakers, licensed health services, and programs solely designed to comply with court orders or antidiscrimination laws.

Requires submission to voters at the next general election as a constitutional amendment ballot measure.
