AZ HCR2050

Proposes a constitutional amendment to Article XI of the Arizona Constitution, adding Section 12 regarding education funding and teacher compensation.

Prevents Arizona from reducing the annual distribution rate from the permanent fund for common schools below current levels until fiscal year 2035-2036, except with a three-fourths affirmative vote of both legislative houses.

Requires that any increased expendable earnings resulting from a distribution rate above 2.5% of the fund's average monthly market values be appropriated for a statewide classroom teacher compensation program through fiscal year 2036-2037.

Establishes eligibility criteria for teacher compensation: teachers must be full-time, spend majority of time on classroom instruction (not administrative activities), and meet performance requirements distinguishing performing from underperforming teachers.

Mandates that compensation monies be distributed equally per eligible teacher at each school and must supplement rather than supplant existing teacher compensation funding sources.
