AZ HCR2052

Imposes a four-year moratorium (July 1, 2026 through June 30, 2030) prohibiting Arizona municipalities and counties from increasing fees, taxes, or utility rates above levels set in their 2025-2026 fiscal year budgets.

Municipalities may increase utility rates by no more than the inflation rate (CPI) only if they have not raised rates by a cumulative 12% or more in the preceding four fiscal years.

Allows counties and municipalities to increase taxes only if approved by at least 60% of voters in an even-numbered year consolidated election.

Prohibits local governments from circumventing the moratorium by renaming, reclassifying, or restructuring fees and taxes, or by imposing new charges with substantially similar effects.

Requires voter approval as a ballot measure at the next general election; the provisions automatically repeal on June 30, 2030.
