Mandates that misappropriated claims be settled through joint negotiations between JLBC and AHCCCS within 90 days of the audit report, with unresolved matters referred to the Attorney General for litigation within 60 days

Funds audit costs through recovered misappropriated funds, with remaining state share deposited into the general fund; requires a report on total misappropriations and recoveries within nine months of the audit

Submits this measure to voters as a ballot proposition at the next general election, with the provision automatically repealing December 31, 2030
