Mandates data matching agreements to identify SNAP households with lottery or gambling winnings of $3,000 or more and refer those exceeding federal resource limits for further investigation

Requires quarterly public posting of SNAP fraud investigation data including number of cases investigated, referrals to the attorney general, improper payments, monies recovered, and out-of-state EBT transactions by state

Establishes monthly review of federal databases including Social Security Administration records, national new hires directory, HUD payment information, and FBI fleeing felon data to verify ongoing SNAP eligibility

Strengthens EBT card fraud provisions by requiring interviews for recipients using more than 10% of benefits out-of-state within six months, and mandates removal and federal referral of individuals making exclusively out-of-state purchases for 90 days
