Amends Arizona school attendance law (section 15-803) regarding excessive absences that can lead to a child being adjudicated as incorrigible

Establishes that absences exceeding 10 percent of required attendance days may be considered excessive, but creates multiple exemptions from this threshold

Exempts students enrolled in career technical education districts, alternative schools, or dropout recovery programs from excessive absence determinations

Exempts students participating in Arizona online instruction, preschool children, homeless children, homebound students, and those with chronic health problems

Exempts children in foster care, migratory children, and students who qualify for free and reduced-price lunch programs under federal guidelines
