Prohibits manufacturers from knowingly selling cosmetics in Arizona that were developed or manufactured using animal testing, effective January 1, 2027

Defines "cosmetic animal testing" as applying cosmetic products or ingredients to the skin, eyes, or other body parts of live nonhuman vertebrates to evaluate safety

Exempts animal testing conducted before January 1, 2027, testing required by foreign regulatory authorities (if results are not used to substantiate safety claims in Arizona), and testing required by federal or state agencies when no alternative methods exist

Establishes civil penalties of up to $1,000 for the first day of violation and $500 for each subsequent day

Preempts local governments from enacting their own regulations on cosmetic sales related to animal testing
