Requires health insurers that cover gender transition procedures to also cover gender detransition procedures, effective January 1, 2027.

Mandates that physicians, health care institutions, and other licensed providers who perform gender transition procedures must agree to provide or pay for detransition procedures.

Requires health insurers to submit monthly reports to the department on detransition claims, including the number of claims, patient age, sex, state/county of residence, and date of initial transition procedure, while prohibiting inclusion of identifying information.

Directs the Department of Insurance to compile annual statistical reports on detransition claims and submit them to the governor and legislative leadership.

Requires state agencies to adopt expedited procedures by June 30, 2028 for individuals undergoing gender detransition to change their name or sex/gender designation on licenses, certificates, permits, and other official documents.
